Need access to a computer?
The Library provides computers service at 10 stations during the Library’s regular hours of operation. Computer time may be booked in advance. There is a fee of $1.00 per hour to use the computers.
About Internet Access at the Library
High speed Internet is available on all stations for a fee of $1.00 per hour. Internet use is aligned with our Internet Access Policy. The Library provides filtered access for computer stations used by children.
We provide computer access through Community Access Program Funding
The Library is a designated CAP site, which receive partial funding from Industry Canada.
The Community Access Program (CAP) provides Canadians with affordable public Internet access. The mission of CAP is to assist Canadians in both rural and urban communities to take advantage of emerging opportunities presented by the global knowledge-based economy.

WHAT IS CAP?
The Community Access Program (CAP) is a Government of Canada initiative, administered by Industry Canada whose aim is to provide the public with affordable access to the internet and the skills they require to use it effectively. CAP sites helps Canadians take advantage of emerging global opportunities and bridge digital divides. Through the assistance of the CAP initiative, our library is better able to provide the residents of Cochrane with affordable computer access to enhance and encourage on-line learning and literacy. Our site has been in operation for a number of years, with the Government of Canada annually contributing funds dedicated to the purchase of new computer equipment and equating to 20% of the overall cost of maintaining this service in our community.
The Cochrane Public Library has 10 public access computer workstations that are available for public use during regular library hours on a yearly basis. We offer high speed internet access, printing, scanning, photocopying, word processing and spreadsheet programs for use. Volunteers are available to train senior citizens in basic computer use, Internet/web searching and email usage. We receive approximately 140 public users on the CAP site computers a week.
CAP SITE OBJECTIVES:
- Provide affordable access to the Internet.
- Promote the benefits of Internet use.
- Assist in the development of computer skills.
- Facilitate access to government services and programs.
- Enhance and encourage on-line learning and literacy.
RESPONSIBLE USE, RULES AND PENALTIES: The following rules, polices and procedures govern use of the computers and Internet at the Cochrane Public Library.
- You must sign in at the circulation desk.
- You must pay $1.00 an hour for computer use.
- Parents or guardians are responsible for their child’s usage of the internet and must sign a consent form for a child under the age of 18 wishing to use the public access computers.
- A maximum of 2 people only per computer is allowed.
- Food and beverages are not permitted.
- Any problems with the computer workstations or their software are to be reported to library staff immediately.
- All patrons of electronic information resources such as the Internet are expected to use the resources in a responsible manner.
Responsible use of the Internet includes the following:
- using resources for educational, recreational and informational purposes and not for unauthorized, illegal or unethical purposes
- making only authorized copies of copyrighted or licensed software or data
- respecting time limits for using the Internet and yield to next signed-up person.
- Patrons shall not attempt to use the Library workstations in an unacceptable manner, for unlawful purposes or to install, modify or delete software.
- Use of the computer workstations for the following conduct or purposes, and the following activities are prohibited:
- Illegal or criminal purposes;
- Use of the Internet to access, display, download, print, or forward material that is unlawful, pornographic (as defined by the Criminal Code of Canada), or identified as criminal or hate literature content;
- The posting or transmitting of any criminal, unlawful, threatening, abusive, libelous, defamatory, obscene, pornographic or similar material;
- Exposing other library Patrons or staff to information or graphics that are pornographic or offensive;
- Infringement of copyright and other intellectual property rights;
- Subverting, or attempting to subvert, any security devices in either software or hardware format or attempting to modify or gain access to files, passwords or data belonging to others;
- Attempting to install viruses or other programs designed to damage or alters software;
- Sending unsolicited commercial material or spamming;
- Misrepresenting oneself as another user;
- Attempting to modify workstations in any manner or attempting to gain access to files, passwords, or data belonging to others;
- Vandalism or theft or modification of library property.
- Patrons must respect the privacy of others using the Internet and not interfere with their use. Patrons are guests on the system and should act with respect and consideration for one another and are reminded that the Internet terminals are in a public area. The Library staff is fully authorized to protect the quiet enjoyment of the Library by the general public, including children.
- In addition to the general rules respecting use of the Library, the Cochrane Public Library Board prohibits the use of its workstations for any purpose which would contravene any statute or government regulation, or which might create civil liability by the user or the Library Board to any person. Patrons are reminded that ignorance of the law is not an excuse.
- Patrons using the Public Library Internet services must not be in default of payment of others fees or fines owing to the Cochrane Public Library or loss of Internet Access privileges may result
